The heater blower/fan only works on position/speed 4/the max. Do you have any ideas why?

At speed position 4, the heater motor is powered bypassing the resistor block that ensures the difference in speed. So, if only speed 4 works, either the resistance block or the thermal fuse/cutoff can be faulty.
