W211 - exact procedure to fit the front wheel bearing oil seal MERCEDES-BENZ E-Class Saloon (W211)

Can someone please advise if the fitting of the front wheel bearing hub oil seal has to be fitted level with the outside edge of the wheel hub???  And not recessed into the hub.
